Another international flight to the United States has been cancelled amid continued security worries.( i) X2 S' _" T/ T8 X2 q
British Airways scrubbed one of three daily flights from London to the Washington area Thursday, the latest in a series of cancellations of international flights bound for the United States.
( @2 a, l1 o5 g: C0 h6 `, I% ]British Airways spokesman John Lamphill, "The British government directed British Airways to cancel flight 223. We can only assume that is due to security reasons, but we have no other explanation."
' A  o' @5 V, H% o9 ~  LWednesday, another British Airways flight was detained several hours upon arrival at Washington's Dulles Airport while U.S. authorities questioned a number of passengers and conducted extra baggage screening. All passengers were eventually allowed to disembark.$ [. c2 V9 }1 ]' H$ K4 t
FBI spokeswoman Debbie Wierman said authorities acted on "routine interest" rather than a specific threat or allegation.6 ]! k* h# F! w$ h
"There were names listed on the manifest of the plane that matched [the names of] persons that U.S. law enforcement officials were interested in interviewing. It was routine interest on our part, and, when it was all said and done, we had no concerns or worries."
# G2 x5 E/ L1 uBut not everyone sees the stepped-up security effort as benign. One passenger from the delayed British Airways flight vented his displeasure. "This was detention without due process, as far as I am concerned. I am an American citizen and I expect to be treated as such in my own country.". R; k) b% v5 ?8 t+ C7 c: g/ Y8 u

( I- e$ L8 e/ LLast week, Air France canceled a half-dozen flights between Paris and Los Angeles. Wednesday, an AeroMexico flight bound for the United States was also scrubbed after U.S. officials raised security concerns with their Mexican counterparts.- ]/ G; s% c* P9 _, O
The Associated Press quotes a spokesman for Mexico's government as complaining that U.S. officials did not share specific information about what provoked their concerns.. @0 F# z! K- v, I  I/ g
Two weeks ago, the U.S. Department of Homeland Security raised the nation's alert status to "orange" - the second highest level on a five color-coded scale. Earlier this week Homeland Security Director Tom Ridge announced new airline security measures, including an initiative to have sky marshals aboard certain flights operated by foreign carriers.

Bush Pleased About US Relief Efforts in Iran

President Bush says the changes have put more children on the path to success in school and in life. He said the biggest changes in education in a generation are working.7 C2 p- a! B0 C3 \6 f1 ?
"We expect schools to do their job, and we're helping them to do their job. So there's no excuse for failure. When we set a high standard, we are showing our belief in the capacities of every child."
6 p6 M$ r+ j+ I' P& }( z9 d( C. c+ aThe so-called No Child Left Behind reforms require states to hold every public school accountable for student achievement. If test scores do not measure up, the plan allows parents to move their children to better-performing schools, and provides money for tutoring.
3 \. u. ^6 ?* _$ e5 O9 H"We will no longer write off some children as hopeless. We will no longer accept or excuse schools that do not effectively teach the basics. We will insist on high standards and accountability, because we believe that every school should teach and every child can learn."
& X* s3 B, V  |Critics say the president's reforms rely too much on standardized tests and not enough on individual needs. They say that forces teachers to focus on material they know will be on the test, instead of offering a broader view of the subject.5 `; O5 R* y9 g$ T. O. s6 h' Q5 Q
There is not yet enough money in the plan to meet all demands for tutoring, and switching schools often depends on better schools having enough space to accept new students.  m+ P4 \+ U, Z  k% |+ J
In the weekly Democratic radio address, New York Congressman Tim Bishop said the president must increase school funding. "Improving education is an American priority. But last year, it was left under-funded by more than $8 billion. This gap has placed a great burden on our educators and local school taxes."
0 L* I) ]+ z  qDemocrats say the federal grading system is unfair in some cases, because it requires yearly progress from every subgroup of students, including those with disabilities, or those who speak English as a second language.
; k7 q+ x" A" F* _( n4 SPresident Bush says it is not unfair to hold all students to the same standards. "Our reforms insist on high standards, because we know every child can learn. Our reforms call for testing because the worst discrimination is to ignore a school's failure to teach every child. And our reforms identify underperforming schools, because we need to direct our help to the schools that need it most."
7 g0 o9 K1 R0 LEducation and health care will be the domestic cornerstones of the president's push for re-election. In the coming week, he will visit the states of Missouri and Tennessee to discuss education reform, and raise more money for the campaign.

After the meeting, Indian Foreign Minister Yashwant Sinha said the prime ministers exchanged views on recent steps their countries have taken to improve usually tense relations.

Last April, India and Pakistan began a series of steps to ease border tensions that had pushed them to the brink of another war over the mountain territory of Kashmir.
